NCSL BOD Meeting Minutes 1-12-16

NCSL Board Meeting

January 12, 2016

The meeting was called to order at 7:35 p.m.

  1. Roll Call

 

Roll call indicated that the following clubs were not in attendance: Burke Athletic Club; Calverton Soccer Club; Columbia Soccer Club; Great Falls Athletic Assoc.; Southwestern Youth Association; and Washington Soccer Club.

 

A motion was made to approve the minutes of the November meeting.Motion seconded and approved.

 

  1. Reports

 

Maureen Dalbec – VA Commissioner.  Spring Registration materials due today.  Scheduling requests and field forms due February 1. February 3, last day for teams to request transfer to new club.  Division forms due February 10.   Reminder that Coaches need to change current status of PSA certification and renew if necessary, same with STARS certification, and teams need to update rosters. Question was asked about STARS not being used for U13 games; Maureen explained trying to ensure official referees are used to older team games, so STARS should be used more going forward for U13 and younger age groups.

 

Anne Maynes – Treasurer.   NCSL budget is tighter this year, not a lot of buffer in the budget.

 

Kathleen Sessions – NCSL Administrator.  Electronic registration forms due today, team ID assigned.  February 1, everything else is due.  February 3, deadline for team transfer to another club.  February 26, division structure for Spring 2016 will be posted.

 

Richard Smith – President.  Participated in a conference call with all the leagues with MSYSA and how each league anticipates responding to changes to age group and small-field changes.  Richard emphasized that clubs should not look to what other leagues are doing but focus on NCSL’s rules and any changes to those rules coming out of the age group changes.  Also, NCAA convention at Baltimore coming up this weekend.

 

  1. New Business

 

Winchester Soccer Club offered a special motion to make certain modifications to the NCSL Rules and Procedures in Light of US Soccer’s Age-Group Changes to the section 2 deadlines on page 14 as follows, to become effective Fall 2016 (new language reflected by underline)

The minimum number of players on a team roster is as follows: U13-U19 teams – 11 players, U11-U12 teams – 8 players, and U9-U10 teams – 7 players.The maximum number of players on a team’s Official State Roster is as follows U14-U19 teams – 22 players; U13 teams – 18 players, U11-U12 teams – 14 players, and U9-U10 teams – 12 players.In addition, U9-U10 teams may have no more than two underage players on the Official State Roster, and U11-U12 teams may have no more than three underage players on the Official State Roster.“Underage” is defined as a player with a date of birth that would allow the player to be rostered to a younger age group team in the current seasonal year, e.g. a player whose date of birth would allow him to roster on a U11 team would be considered an underage player on a U12 team.Thereafter, “underage” is defined as a player with a date of birth that is more than 19 months (e.g. August 2001) after the first birth date (e.g. Jan. 1, 2000) that is authorized to be registered to the age group in which the player is attempting to play.

 

Motion seconded.Discussion of the motion followed, questions asked about whether changes ever expired.Richard noted that rule changes would still allow existing teams to stay together.

 

A friendly amendment was offered to strike all restrictions immediately, including effective immediately for Spring 2016.Winchester accepted the amendment as a friendly amendment to the motion.The text of motion as amended would be as follows (deleted text reflected by strikethrough).

Discussion proceeded on the amended motion.Richard confirmed that NCSL will retain the U-Age description for each age group level.Motion approved by a majority of NCSL members.
