NCSL Meeting Minutes of Apr. 1,1999

Meeting called to order at 7:30PM

Roll call showed a quorum.

Clubs not present: Severna Park and Takoma Park. Minutes are approved from the last meeting.

President's Report
D.C. United is sponsoring a select team from boys born in 1986 or 1987 . The team will play in Paris on the weekend of May 8th with all expenses paid. Games will not be rescheduled because of players on this team.

Bill Sessions the Capital Cup Chairman for 9 years is unable to continue. This tournament showcases our U19 teams for the college coaches. 64 teams participated last year. We need a chair, please send names of people interested by e-mail to Jeff.

Whitney Minnis from Team America has put together a committee from WAGS and NCSL to look at our referee problem. The following motion is given by Annandale and seconded by Falls Church: The NCSL Bd. Of Dir. authorizes the creation of a permanent referee committee. Motion passes.

Hope all of you have had a chance to look at the incredible NCSL Web site. Schedules will go up as of midnight tonight. Assignors have said it is the most assignor friendly schedule they have worked with to date. 95% of field loading has 3 man systems and one man systems together . Scores will be available as soon as scorekeepers update everything, hopefully by 9PM on Sunday night.

Virginia Comm.- Jim Fraize
Jim is proposing that we take a look at the proceedures manual to address the problem of the number of fields per club and sanctions against clubs who have no fields. We need options for the Bd. Of Directors next meeting to take effect next fall.

Coach Ellis
Jim Green puts a service on the web for teams looking for players, or coaches, or scrimmages, etc. Soccer Academy will take it over and provide a free listing of games, coaches, etc. The address is: www.soccer-academy.com The NCSL needs to insure that players are encouraged to play the game properly and to learn the game. Create the right learning environment and play the game with development of the players in mind.

R & D Report
Each team packet has a letter from Ray Greenberg with attachments on sitouts. If there is a problem, the club rep. should contact Ray. He prefers e-mails rather than phone calls.

New Business:
Lee-Mt. Vernon Soccer Club officers met with the new club committee. They also had the opportunity to tour the facilities. The club has a 1500 plus player base with the population increasing in the area. The admissions committee recommends acceptance.

Motion: To accept full admission of Lee-Mt. Vernon as a member club. Motion was made by VISTA and seconded by Winchester. Motion passes.

Motion: Effective Fall 1999 the NCSL will accept U-9 boys for league play.

Implementation Outline:

  1. No scores or standings will be published.
  2. Every effort will be made to insure that teams do not play each other twice during these introductory seasons.
  3. League play will be regionalized to keep travel times to a minimum. The concept is to have Maryland teams play Maryland teams and Virginia teams play Virginia teams. However in some case travel times will be lessened by crossing state boundries. For example Washington Soccer Club might be better served playing Bethesda rather than Stafford.
  4. The U-9 players, coaches and spectators from each team will take positions on opposite touchlines with home teams having the choice of side.
  5. If U-9 play is approved, for purposes of game day logistics, (#4 above) the location of teams on opposite touchlines will apply to U-10 as well.
  6. All other rules of league play remain unchanged.
The motion was made by McLean and seconded by VISTA.
The objective is to give U-9 teams the opportunity to play in non-results oriented games. U10 will still have automatic acceptance of 2 teams for each club. This does not affect that at all. Motion Passes.

Motion: Effective Fall 1999 the NCSL will accept up to six divisions per age group the League play.
Implementation Outline:

  1. All teams on the wait list at the end of Spring 1999, up to a maximum of sixty teams per age group, will be accepted for league play in the Fall of 1999.
  2. Teams accepted for league play from the wait list will be placed in divisions based upon their position on the wait list as well as input from the Structure Committee.
  3. All other rules of league play remain unchanged.
The motion was made by VISTA and seconded by Alexandria.
A roll call vote was necessary. The motion passed with 496 votes for and 322 against.

Motion: Effective Fall 1999 the NCSL will accept U-9 girls and U-10 girls teams for league play.
Implementation Outline:

  1. The girls teams will play only girls teams and the boys teams will play only boys teams.
  2. No scores or standings will be published through out the girls U-9 & U-10 play.
  3. Every effort will be made the insure that teams do not play each other twice during the first two introductory seasons.

Referee Committee-Whitney Minnis
There will be nine members of the referee committee. The members will include club reps. from NCSL & WAGS plus referee assignors and referees. The committee will meet once a month.
